Vietnam: How is the meeting of an appraisal consultancy council conducted?

The Government of Vietnam issued Decree No. 34/2016/NĐ-CP detailing a number of articles of, and providing measures for implementing, the Law on Promulgation of Legal Documents.

According to Decree No. 34/2016/NĐ-CP of Vietnam’s Government, a meeting of an appraisal consultancy council shall be conducted according to the following order:

- A representative of the agency in charge of the drafting presents basic contents of the draft legal document;

- Members of the council discuss to-be-appraised contents according to Clause 3, Article 121 of the Law and other matters related to contents of the draft document. Before members of the council discuss, the secretary of the council shall read aloud opinions of members who are absent;

- A representative of the agency in charge of the drafting explains about matters related to the draft at the request of members of the council;

- The chairperson of the council concludes and clearly states whether or not the draft is qualified for submission to the provincial-level People’s Committee.
