The Regulations on Master's Degree Training issued together with Circular 15/2014/TT-BGDDT stipulate that the master's degree training program is developed with a research-oriented approach and/or an application-oriented approach, specifically as follows::

1. The research-oriented training program provides learners with in-depth knowledge of the field, specialization, and suitable research methodologies to enable them to conduct independent research, develop scientific perspectives and theories, initially form scientific ideas, discover and experiment with new knowledge; the ability to perform tasks in positions related to research, teaching, consulting, and policy-making or other positions related to the field and specialization; and they can continue to participate in doctoral training programs.

2. The application-oriented training program helps learners enhance their professional knowledge and career skills; possess the capacity for independent, creative work; have the capability to design products, apply research results, identify and organize the execution of complex tasks in professional activities, effectively utilize specialized knowledge in practical applications in agencies, organizations, or economic units; and they can supplement foundational knowledge and research methodologies required for the doctoral training program to continue participating in such programs.
