Vietnam: How do the traffic police command and control road traffic?

On June 01, 2020, the Ministry of Public Security submitted the Draft Law on ensuring road traffic order and safety to the National Assembly of Vietnam for consideration.

According to the Draft Law on ensuring road traffic order and safety of Vietnam, traffic command and control are carried out through the traffic signaling system and the traffic controller. Traffic signal lights, traffic signal light system with control light cycle suitable to the actual traffic situation, ensuring anti-conflicts and traffic jams; are connected and controlled through the command control and traffic monitoring center. The Traffic Police Force shall assume the prime responsibility for performing the following road traffic command and control tasks:

- Guiding road users to obey traffic rules.

- Temporarily divide traffic, route, suspend travel in certain road sections, places to stop and park vehicles when there are situations causing traffic jams, traffic accidents, damaged road works, implement requests to ensure security and order, to serve events, festivals, conferences or other emergency situations.

- Guiding other forces (if any) to perform traffic command and control tasks.

Besides, the Draft Law on ensuring road traffic order and safety of Vietnam also stipulates that the Traffic Police force is responsible for immediately implementing measures to separate lanes, channels and routes to ensure the safety of people and vehicles participating in traffic; record and make recommendations to the competent road management agency.
