Recently, the Ministry of Public Security has submitted the Draft Law on ensuring road traffic order and safety to the National Assembly of Vietnam for consideration.
According to Article 8 of the Draft Law on ensuring road traffic order and safety of Vietnam, instructions given by persons directing traffic are prescribed as follows:
1. Arm raised upright constitutes a signal that road users approaching from any direction must stop.
2. One or two arms outstretched horizontally constitutes a signal that road users in front of or behind the person directing traffic must stop while road users on the right and the left of the person directing traffic may proceed.
3. Right arm outstretched to the front constitutes a signal that road users behind and on the right of the person directing traffic must stop; road users in front of the person directing traffic may turn right; road users on the left of the person directing traffic may proceed in all directions; and pedestrians crossing the road must walk behind the person directing traffic.
Besides, this Draft Law also specifies road markings to ensure road traffic order and safety as follows:
- Road markings indicate the division of lanes, travel positions or directions, stop positions.
- Road markings are a form of signaling to guide and control traffic in order to improve safety and traffic ability. Road markings are meant to supplement signal lights and signs.
- Road markings can be used independently and can be combined with other types of road signs or traffic signal lights.
- Road markings include lines, letters, drawings on the road surface, on sidewalks, on traffic works and some other parts of the road to regulate traffic order, specify the size limits of traffic works, indicate the prescribed direction of the vehicle lanes.
- When used independently, road users must obey the meaning of road markings. When using road markings in combination with signal lights and signs, road users must obey the meanings and commands of both road markings and signal lights and signs in the prescribed order.
