Vietnam: How are regulations on formation and approval of annual inspection plans?

According to Article 22 of Decree No. 216/2013/ND-CP of Vietnam’s Government, the formation and approval of annual inspection plans in the organization and activities of the Inspectorate of the Ministry of Planning and Investment are carried out as follows:

1. The General Statistics Office shall construct and submit to the Inspectorate of the Ministry of Planning and Investment the inspection plan of the General Statistics Office no later than November 1st of the year preceding the planned year.

The Inspectorate of the Ministry of Planning and Investment shall consolidate the inspection plans of the Inspectorate of the Ministry of Planning and Investment and the General Statistics Office, and submit them to the Minister of Planning and Investment for approval.

The Minister of Planning and Investment shall review and approve the inspection plans of the Inspectorate of the Ministry of Planning and Investment and the General Statistics Office no later than November 25th of the year preceding the planned year.

2. The Inspectorate of the Department of Planning and Investment shall develop and submit to the Director of the Department of Planning and Investment the inspection plan no later than December 5th of the year preceding the planned year. The Director of the Department of Planning and Investment shall be responsible for reviewing and approving the inspection plan no later than December 15th of the year preceding the planned year.

3. In case adjustments are needed, the approved inspection plan shall be reported to the competent authority for approval.

4. The inspection plan prescribed in Clauses 1 and 2 of this Article shall be sent to the inspection targets and relevant agencies and organizations.
