Vietnam: High-tech development projects must have the ability to raise resources from enterprises

This is the notable content of Circular 31/2012/TT-BKHCN guiding the determination of projects, selection, and direct assignment of organizations, individuals, and enterprises to execute projects under the program of research, training, and building of high-tech technical infrastructure in Vietnam and issued on December 28, 2012.

Article 3 of Circular 31/2012/TT-BKHCN stipulates the general requirements for high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects in Vietnam:

- Having objectives, content, and projected products that meet the requirements stated in the Program.

- Meeting the criteria specified in Circular 02/2012/TT-BKHCN dated January 18, 2012, of the Minister of Science and Technology guiding the management of the national high-tech development program until 2020.

- Failing to overlap the content with scientific and technological tasks being or already performed.

- Possessing the ability to raise resources from enterprises, science and technology organizations, and domestic and foreign scientists to participate in the execution.

- Impacting the development of the sector, field, and economic area.

- Having the execution duration suitable for the requirements of each project.

Special cases are decided by the Minister of Science and Technology of Vietnam.

In addition, Article 4 of Circular 31/2012/TT-BKHCN specifies 03 principles for identifying high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects in Vietnam as follows:

- The Program Management Board for high-tech research, training, and infrastructure construction (hereinafter referred to as the Management Board) assists the Minister of Science and Technology in the development and appraisal of the project list; consideration for the project list for the announcement of selection and direct assignment; appraisal of project content and execution budget for submission to the Minister of Science and Technology for consideration and decision.

- Projects on the list announced for selection and direct assignment are identified by name, objectives, and requirements for project products.

- The procedures for identifying projects on the list are stipulated in Articles 5, 6, 7, and 8 of this Circular.
