According to Article 8 of Circular 31/2012/TT-BKHCN, based on the results of work with the expert group, the conclusions of the meeting of the Advisory Council, the research reports of independent consultants, and the compiled list of high-tech development projects, high-tech application projects, high-tech technical infrastructure construction and development projects, and high-tech human resource development projects in Vietnam, the project management board shall submit a list of projects to the Minister of Science and Technology of Vietnam for consideration and approval for selection of or direct assignment to organizations, individuals, and enterprises for execution.

Specifically, under Article 9 of Circular 31/2012/TT-BKHCN, the procedures for the selection of capable and experienced organizations, individuals, and enterprises to execute projects as ordered by the State by reviewing and evaluating the registration applications. Selection is applied to projects with multiple organizations, individuals, and enterprises potentially able to execute them to achieve the highest efficiency.

Additionally, direct assignment refers to the direct contracting of organizations, individuals, and enterprises with suitable capacities, qualifications, conditions, and expertise to execute specific projects as ordered by the State. Direct assignment is applied in one of the following cases:

- Projects related to state secrets, security, and defense;

- Urgent projects serving socio-economic development and ensuring social welfare;

- Projects where the expenditure can only be covered by one organization or individual with the necessary expertise and equipment;

- Projects as per the regulations of the competent authority.
