Hanoi City People's Committee give instruction in making efforts to enhance the innovation index, continue to maintain leading indices nationally, and improve and elevate lower indices.

According to the assessment results of the Ministry of Science and Technology of Vietnam, Hanoi's PII Index is 62.86 - leading the nation. However, there is a discrepancy in the ranking of its component indices, with some indices ranked lower. In order to improve and elevate Hanoi's Innovation Index (PII), the city's People's Committee issued Plan 234/KH-UBND on August 6, 2024, focusing on the task of monitoring, advising, proposing, and implementing solutions to improve and elevate the indices of 7 pillars and 52 component indices of Hanoi’s PII. Specifically:
(1) The Department of Science and Technology will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “1.1.1. Issue and implement policies to promote Science and Technology and Innovation, serving socio-economic development” including: supporting enterprises to improve productivity and the quality of goods; supporting enterprises to innovate technology; supporting the development of start-up ecosystems; supporting the development of intellectual property; supporting the technology market; implementing the strategy for science, technology, and innovation development to 2030.
- “2.2.1. Full-time Research and Development human resources/10,000 people”
- “2.2.2. Local budget expenditure for science and technology/GRDP”
- "2.2.3. Expenditure on scientific research and technology development (R&D)/GRDP”
- “2.2.4. Number of science and technology organizations/10,000 people”
- “5.1.3. Percentage of enterprises with research and development activities”
- “5.2.1. Research collaboration between S&T organizations and businesses”
- “5.3.2. Percentage of businesses with innovative activities”
- “5.3.3. Number of businesses with ISO certificates/1,000 businesses”
- “6.1.1. Patent and utility solution applications/10,000 people”
- “6.2.1. Trademark applications/1,000 businesses”
- “6.2.2. Collective trademark applications/10,000 people”
- “6.2.3. Industrial design applications/10,000 people”
- “6.2.4. Geographical indications granted protection certificates/total number of communes”
- “6.3.2. Number of S&T enterprises and enterprises qualifying as S&T enterprises/1,000 enterprises”
- “6.3.3. Percentage of innovative start-ups/total number of newly established enterprises in the locality” including: Enterprises, innovative start-up projects participating in local support competitions and programs.
(2) The Department of Planning and Investment will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:

- “1.2.4. Fair competition”
- “4.1.3. Average annual production and business capital of enterprises (billion VND)”

- “4.2.1. Number of specialized S&T service businesses/1,000 enterprises”
- “4.2.2. Enterprise density/1,000 people”
- “4.2.3. Contribution to the national GDP (%)”
- “5.3.1. Foreign direct investment/GRDP (%)”
- “6.3.1. Number of newly established enterprises/10,000 people”
- “7.1.4. Labor productivity growth rate”
- “7.2.3. Average income per capita”
- “7.2.4. Human Development Index”
(3) The Department of Education and Training will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “2.1.1. Average high school graduation exam score in 5 subjects”
- “2.1.2. Percentage of high school students participating in scientific research and technical competitions/total number of high school students”
- “2.1.3. Expenditure on education & training per student”
(4) The Department of Industry and Trade will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “3.2.1. Basic infrastructure” (Electricity infrastructure item)
- “5.2.3. Percentage of active investment projects in industrial clusters/1,000 enterprises”
- “7.1.1. Industrial production index”
- “7.1.3. Export value/GRDP (%)”
(5) The Department of Agriculture and Rural Development will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “6.1.2. Plant variety applications/10,000 people”
- “7.1.2. Number of OCOP products 4-stars or above/total number of communes”
(6) The Department of Information and Communications will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “3.1.1. Digital infrastructure”
- “3.1.2. Electronic governance”
- “3.2.1. Basic infrastructure” (Telecommunications infrastructure item)
(7) The Department of Natural Resources and Environment will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the “3.2.3. Environmental governance” index.
(8) The Department of Home Affairs will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “1.2.2. Proactivity of local government”
- “1.2.3. Administrative reform”
(9) The Department of Justice, City Police, and Civil Judgment Enforcement Agency will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the “1.1.2. Legal and security institutions” index (unified according to the appendix of Plan No. 190/KH-UBND dated June 21, 2024, of Hanoi People's Committee on improving the provincial competitiveness index (PCI) and provincial green index (PGI) in 2024).
(10) The Department of Labor, Invalids, and Social Affairs will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “5.1.1. Proportion of labor training costs in total enterprise expenses (%)”
- “5.1.2. Percentage of laborers aged 15 and above who have been trained (%)”
- “7.2.1. Poverty reduction rate”
- “7.2.2. Employment rate in the economy/total population (%)”
(11) The Department of Transport will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the “3.2.1. Basic infrastructure” index (Road infrastructure item).
(12) The Management Board of Industrial and Export Processing Zones will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the indices:
- “3.2.1. Basic infrastructure” (Industrial park infrastructure item)
- “3.2.2. Percentage of industrial land with completed infrastructure (%)”
- “5.2.2. Percentage of active investment projects in industrial parks/1,000 enterprises”
(13) The State Bank of Vietnam Hanoi branch will take the lead in monitoring, advising, proposing, and implementing solutions to improve and elevate the “4.1.1. Credit for the private sector/1,000 laborers (billion VND)” index.
(14) The Social Policy Bank - Hanoi branch will take the lead in monitoring, advising, and proposing, and implementing solutions to improve and elevate the “4.1.2. Microfinance/GRDP (%)” index.
