Vietnam: Guidelines for anti-terrorism when an attack occurs or there is a potential for an attack

This content is specified in Decree No. 07/2014/ND-CP of Vietnam’s Government regulating the organization, tasks, powers, and coordination relationships of the anti-terrorism steering committees at all levels.

When a terrorist attack occurs or there is a potential for terrorist attacks, the entities specified in Article 2 of Decree No. 07/2014/ND-CP of Vietnam’s Government shall have the responsibility to coordinate in anti-terrorism efforts, specifically as follows:

- When a terrorist attack occurs or there is a potential for terrorist attacks at the local level, anti-terrorism steering committee of the province and central-affiliated city (anti-terrorism steering committee of the province) shall report to the national anti-terrorism steering committee, the Ministry of Public Security's anti-terrorism steering committee, and the Ministry of National Defense's anti-terrorism steering committee.

+ In cases where a terrorist incident exceeds the capacity of the local anti-terrorism forces to handle, the report must clearly state this and request the national anti-terrorism steering committee, the Ministry of Public Security's anti-terrorism steering committee, and the Ministry of National Defense's anti-terrorism steering committee to provide advice to the competent authorities for handling.

- When a terrorist attack occurs or there is a potential for terrorist attacks at targets or areas managed by the Ministry of Public Security, the Ministry of Public Security's anti-terrorism steering committee shall report to the national anti-terrorism steering committee.

+ In cases where a terrorist incident falls under the case of declaring a state of emergency regarding national security, public order, or social security, or there is a potential threat to national security, public order, or social security but does not reach the level of declaring a state of emergency, the Ministry of Public Security's anti-terrorism steering committee shall report to the national anti-terrorism steering committee to provide advice to the Government and the Prime Minister in directing the handling.

- When a terrorist attack occurs or there is a potential for terrorist attacks at targets or areas managed by the Ministry of National Defense, the Ministry of National Defense's anti-terrorism steering committee shall report to the national anti-terrorism steering committee.

+ In cases where a terrorist incident falls under the case of declaring a state of emergency regarding national security, public order, or social security, or there is a potential threat to national security, public order, or social security but does not reach the level of declaring a state of emergency, the Ministry of National Defense's anti-terrorism steering committee shall report to the national anti-terrorism steering committee to provide advice to the Government and the Prime Minister in directing the handling.
