Vietnam: Guidance on the dossier submitted for approval of the weather impact plan

According to Article 7 of Circular No. 09/2016/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam, the dossier submitted for approval of the weather impact plan includes:

- Proposal for approval and draft Decision approving the plan;

- Appraisal report as prescribed in Clause 6 Article 6 of this Circular;

- Completed weather impact plan;

- Appraisal documents and comments from relevant agencies, organizations and individuals;

- Documents related to weather impact plans.

The Department of Meteorology, Hydrology and Climate Change will help the Minister of Natural Resources and Environment complete these documents.

Besides, Circular No. 09/2016/TT-BTNMT also stipulates that weather impact plans shall be adjusted in the following cases:

- There is a change in one of the basic contents of the weather impact plan specified in Clause 2, Article 44 of the Law on Hydrometeorology of Vietnam and personnel stated in the approved weather impact plan leading to an impact on the implementation of the plan;

- There are objective fluctuations in hydrometeorological, national defense, and security conditions that affect the implementation of weather impact plans;

- At the request of the person competent to approve the weather impact plan.

Adjusting the weather impact plan is carried out in two forms: Adjust the entire plan when the purpose and solutions of the approved plan change or adjust part of the plan when the adjusted content does not affect the purpose and solutions of the approved plan.
