On September 07, 2011, the Ministry of Industry and Trade issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.
Vietnam: Guidance on preparing the electricity allocation plan for next month under Circular 34 (Illustrative Image)
Under Article 12 of Circular 34/2011/TT-BCT, regulations on preparing the electricity allocation plan for next month in Vietnam are stipulated as follows:
- In case of a shortage in the national power system for the next month, by the 15th of the current month, based on the approved annual electricity allocation plan and the updated available electrical energy for the whole system for next month, the Vietnam Electricity Group is responsible for organizing the preparation and approval of the electricity allocation plan of the national power system for next month weekly to Electricity Corporations, publishing it on the Vietnam Electricity Group’s web portal, and reporting to the Electricity Regulatory Authority of Vietnam for monitoring and supervision.
Suppose a shortage in the national power system for the next month may lead to a reduction in the available capacity of hydropower plants, resulting in the risk of a system-wide capacity shortage. In that case, the Vietnam Electricity Group is responsible for determining the system's available capacity, and the maximum upstream allocated capacity for the Electricity Corporations on a weekly basis according to the method stipulated in Article 7 of Circular 34/2011/TT-BCT.
- The electricity allocation plan for next month includes the following contents:
+ Expected implementation time for electricity distribution;
+ Available electrical energy of the system for each week of the month;
+ Electrical energy allocated to Electricity Corporations for each week of the month;
+ Estimated electricity reduction output of the national power system for the month;
+ Capacity allocated to Electricity Corporations for each week of the month and estimated capacity reduction in the event of a national power system energy deficit leading to a system-wide capacity shortage.
