Vietnam: Guidance on new payroll applicable to IT public employees

This is an important content stipulated in Circular 29/2020/TT-BTTTT on the guidance for appointment and salary grading for the professional titles of public employees working in the information technology sector, issued by the Ministry of Information and Communications of Vietnam on October 28, 2020.

Vietnam: Guidance on new payroll applicable to IT public employees (Illustrative Image)

According to Circular 29/2020/TT-BTTTT, the professional titles of public employees in the information technology sector in Vietnam as stipulated in Circular 45/2017/TT-BTTTT and Circular 02/2018/TT-BNV shall apply the payroll applicable to professional and technical staff in public service providers of the State (Table 3) issued together with Decree 204/2004/ND-CP dated December 14, 2004 by the Government of Vietnam on salary policies applicable Vietnamese officials, public employees, and the armed forces (hereinafter abbreviated as Decree 204/2004/ND-CP). To be specific:

  1. The Grade I Information Security Officer (code V11.05.09), Grade I System Administrator (code V11.06.12), Grade I IT Accreditor (code V11.07.16), and Grade I Software Developer (code V11.08.19) shall apply the salary coefficient of public employees category A3, group 1 (A3.1) with 6 levels, from a salary coefficient of 6.20 to a salary coefficient of 8.00.

  2. The Grade II Information Security Officer (code V11.05.10), Grade II System Administrator (code V11.06.13), Grade II IT Accreditor (code V11.07.17), and Grade II Software Developer (code V11.08.20) shall apply the salary coefficient of public employees category A2, group 1 (A2.1) with 8 levels, from a salary coefficient of 4.40 to a salary coefficient of 6.78.

  3. The Grade III Information Security Officer (code V11.05.11), Grade III System Administrator (code V11.06.14), Grade III IT Accreditor (code V11.07.18), and Grade III Software Developer (code V11.08.21) shall apply the salary coefficient of public employees category A1 with 9 levels, from a salary coefficient of 2.34 to a salary coefficient of 4.98.

  4. The positions of Grade IV System Administrator (code V11.06.15) and Grade IV Software Developer (code V11.08.22) shall apply the salary coefficient of public employees category B with 12 levels, from a salary coefficient of 1.86 to a salary coefficient of 4.06.
