Vietnam: Guidance on inspection of validity of a payment order
On December 30, 2016, the State Bank of Vietnam issued Circular No. 37/2016/TT-NHNN, which specifies the inspection of validity of a payment order.

According to Circular No. 37/2016/TT-NHNN of the State Bank of Vietnam, participants and affiliated participants are legally responsible for the legitimacy of the records used for creating the payment orders.
The following information about the payment order must be inspected:
- Types and formats of data;
- Qualification of the creator, controller and approver;
- Date;
- Uniqueness;
- Mandatory elements of a payment order;
- Authentication code;
- Participant’s ID code; terminal device code, approver code.
