Vietnam: Guidance on formulation and implementation of plans for weekly electricity supply within the province

Recently, the Ministry of Industry and Trade of Vietnam issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

According to Article 14 of Circular 34/2011/TT-BCT, the formulation and implementation of plans for weekly electricity supply within the province in Vietnam are guided as follows:

1. In case of a shortage in the national power system, by 11:00 AM on Friday of week W, based on the approved weekly operational plan of the national power system according to the provisions of Article 16 of Circular No. 09/2010/TT-BCT dated March 3, 2010 on the procedures for formulating, approving, and supervising the implementation of the operational plan of the national power system (Circular No. 09/2010/TT-BCT), the regional electricity corporation is responsible for completing the allocation plan for electricity production to the provincial electricity companies under its jurisdiction for week W+2 and updating, adjusting the allocation plan for electricity production for week W+1 if necessary, and reporting to Vietnam Electricity Group and Electricity Regulatory Authority of Vietnam for monitoring and supervision.

2. In case of a shortage in the national power system, by 4:00 PM on Friday of week W, based on the allocation plan for electricity production of the regional electricity corporation, the provincial electricity company is responsible for completing the electricity supply plan for week W+2 and updating, adjusting the electricity supply plan for week W+1 if necessary, and reporting to the Department of Industry and Trade for monitoring and supervision.

3. By 4:00 PM on Friday of week W, based on the approved weekly operational plan of the national power system, Hanoi Electricity Corporation and Ho Chi Minh City Electricity Corporation are responsible for completing the electricity supply plan for week W+2 and updating, adjusting the electricity supply plan for week W+1 if necessary, and reporting to the Department of Industry and Trade for monitoring and supervision.

4. The plan for weekly electricity supply within the province shall be formulated in accordance with the principles stipulated in Article 9 of Circular 34/2011/TT-BCT and on the basis of the plan for monthly electricity supply within the province approved by the Provincial People's Committee, considering changes in electricity demand within the province in previous weeks.

5. The plan for weekly electricity supply within the province includes the following content:

+ Allocated electricity production for week W+1 and week W+2;

+ Daily electricity supply plan for the province, including:

++ Allocated electricity production for different load components;

++  List of major electricity users affected by load shedding;

++ Daily electricity reduction for different load components, major customers using the distribution grid, and distribution and retail electricity units;

++ Areas affected by load shedding;

++ Estimated load shedding times.

- The procedures for load reduction shall follow the provisions of Decision No. 39/2005/QD-BCN and Circular No. 09/2010/TT-BCT.
