On June 19, 2015, the Vietnam Ministry of Culture, Sports and Tourism issued Circular 04/2015/TT-BVHTTDL regulating the general statistical reporting applicable to agencies managing Culture, Family, and Physical Training and Sports in provinces and municipalities.

Appendix 2 issued together with Circular 04/2015/TT-BVHTTDL guides and explains the recording of Template No. 3104.N/GD-SVHTTDL - the number of centers providing counseling and assistance for domestic violence victims in Vietnam as follows:
1. Content
This indicator reflects the network of centers providing assistance for domestic violence victims to evaluate the capacity for providing assistance and counseling for domestic violence victims in the locality of the province/municipality. Domestic violence is happening in a complex manner, often leaving serious consequences not only physically but also mentally. The Law on Prevention and Control of Domestic Violence aims to protect vulnerable groups, including provisions on provide assistance facilities for victims when domestic violence occurs.
- Centers providing assistance for domestic violence victims are places that provide care, counseling, temporary shelter, and other necessary conditions for domestic violence victims, including:
- Medical facilities that provide medical care as prescribed by the Law on Prevention and Control of Domestic Violence.
- Social protection facilities that provide psychological care and counseling, arrange temporary shelter, and provide assistance in other necessary conditions for domestic violence victims.
- Centers providing assistance for domestic violence victims and centers providing counseling on prevention and control of domestic violence established by organizations and individuals. The state encourages, facilitates, and supports funding for organizations and individuals participating in counseling and assistance for domestic violence victims.
- Trusted addresses in the community are individuals or organizations with credibility, ability, and willingness to help domestic violence victims in the residential community. They notify the receipt of such trusted addresses and the location thereof Commune People's Committee where the trusted address is located and, depending on actual conditions and capabilities, these trusted addresses in the community receive domestic violence victims, provide assistance, advise, arrange temporary shelter for victims and notify competent authorities.
2. Calculation method and guidance for recording the Template
Scope and period of collection: Statistics of all centers providing counseling and assistance for domestic violence victims and trusted addresses in the community during the reporting period.
Data period: Calculated from January 1 to December 31 of the reporting year.
Form recording method: Record data up to December 31 of the reporting year.

- Column 1: Total number of centers providing counseling and assistance for domestic violence victims;
- Row 01: Total number in the entire province/municipality;
- Row 02 and subsequent rows: Break down by district, county; (record according to the list of administrative units).
3. Data Source: Statistical reports of the Department of Culture, Sports, and Tourism of the province/municipality.
