Vietnam: Granting of the funding covered by the state budget for community learning centers

Recently, the Ministry of Finance of Vietnam issued Circular 96/2008/TT-BTC guiding the financial support from the state budget for community learning centers.

Circular 96/2008/TT-BTC stipulates granting of the funding covered by the state budget for community learning centers in Vietnam as follows:

- Initial financial support for equipment procurement: The state budget grants lump-sum support to newly established community learning centers for the procurement of management equipment, teaching and learning materials, and textbooks. The minimum initial financial support shall be 30 million VND for a newly established community learning center.

- Financial support for regular operations:

+ Financial support for paying multi-position allowances for staff participating in the management of the Center. The allowance level for staff participating in the management of the Center is decided by the Chairman of the provincial/municipal People's Committee depending on the local socio-economic conditions and budget capacity.

+ For community learning centers in ethnic minorities and mountainous areas as stipulated in Decision No. 301/2006/QD-UBDT dated November 27, 2006, by the Minister, Chairman of the Committee for Ethnic Minority Affairs on recognizing 3 regions of ethnic minorities and mountainous areas according to the degree of development: the state budget shall grant financial support for procurement additional teaching materials, textbooks, and learning tools. Specific support amounts are as follows:

+ The financial support amount for Centers in Region I communes is a minimum of 20 million VND/year/Center.

+ The financial support amount for Centers in Region II and III communes is a minimum of 25 million VND/year/Center.

- Additionally, community learning centers in Vietnam are allowed to participate in the implementation of education universalization programs, legal dissemination, agricultural, forestry, and fishery extension programs, etc., and other local programs and projects as decided by the competent authority from the state budget funds allocated to each project on a contract or task assignment basis.
