This is one of the basic contents in Circular 03/2010/TT-BCA stipulating the implementation of democracy in recruitment, selection of citizens to the People's Public Security force issued by the Ministry of Public Security of Vietnam.

The general provisions on recruitment for the People's Public Security Sector in Vietnam are stipulated in Articles 1, 2, and 3 of Circular 03/2010/TT-BCA:
1. Scope and regulated entities:
This Circular stipulates the purpose, principles, and content of implementing democracy in the recruitment and selection of citizens into the People's Public Security force, and applies to police units, localities, academies, schools of the People's Public Security force; officers and soldiers of the People's Public Security force and other organizations and individuals involved in the recruitment and selection of citizens into the People's Public Security force.
2. Purpose of implementing democracy in the recruitment and selection of citizens into the People's Public Security force in Vietnam:
- To enhance the role of inspection and supervision of organizations and citizens to recruit those who meet the standards for training at the academies, and schools of the People's Public Security force, and to select citizens for the People’s Police to meet the requirements of supplementing and developing human resources, building a revolutionary, regular, elite, and gradually modern People’s Police force.
- To promote the right of officers and soldiers of the People's Public Security force to participate in supervision; to ensure conformity with the regulations of the State and the Ministry of Public Security on recruitment and selection of citizens; to prevent corruption, harassment, and troubles in the recruitment and selection of citizens into the People's Public Security force.
3. Principles of implementing democracy in the recruitment and selection of citizens into the People's Public Security force in Vietnam:
- To comply with the regulations of the State and the Ministry of Public Security on recruitment and selection; to ensure the legitimate rights and interests of organizations and individuals participating in recruitment for training at the academies, schools of the People's Public Security force, and selecting citizens into the People's Public Security force.
- To ensure openness, democracy, and transparency in the recruitment and selection of citizens into the People's Public Security force.
- To prohibit any acts of harassment, causing trouble for officers, soldiers, and students wishing to register for preliminary selection, examination, or admission to academies, schools of the People's Public Security force, and citizens applying for positions in police units, localities;
To strictly handle violations of regulations on the recruitment and selection of citizens; resolutely handling those who take advantage of democracy to slander, create bad public opinion, cause suspicion, and damage the reputation of organizations and individuals involved in the recruitment and selection of citizens into the People's Public Security force.
