Funds for training and fostering cadres and civil servants abroad

On January 16, 2023, the Ministry of Finance issued Official Dispatch 546/BTC-HCSN on funding for training and fostering cadres and civil servants in 2023, in which guidance on funding for training and retraining cadres and civil servants abroad is as follows:

- The Ministry of Finance issued Official Dispatch 9962/BTC-NSNN dated September 30, 2022, informing that the funding for training and fostering cadres and civil servants abroad is 20 billion VND.

Therefore, it is proposed that the Ministry of Home Affairs of Vietnam develop a plan to allocate to ministries and central agencies up to the number of announced by the Ministry of Finance because this amount of funding has been aggregated in the central budget allocation plan in 2023 to submit to the Government for submission to the National Assembly for decision.

- In Article 6 of Circular 36/2018/TT-BTC stipulating:

+ When developing plans and cost estimates for the task of training and fostering cadres and civil servants abroad, ministries and central agencies should send them to the Ministry of Home Affairs to summarize and co-send to the Ministry of Finance according to the following criteria:

(1) Evaluation of the implementation results and the use of funds in the previous year;

(2) The agency in charge of organizing training and retraining delegations abroad;

(3) Content of training and retraining courses;

(4) Cadre and civil servant subjects to be sent for training and retraining;

(5) The period of study abroad;

(6) Planned training and retraining establishments;

(7) Estimated budget for each group;

(8) Total need for funding for training and retraining of cadres and civil servants abroad.

+ Based on the proposals of ministries and central agencies, the Ministry of Home Affairs of Vietnam shall assume the prime responsibility for formulating a plan to allocate funds for training and retraining cadres and civil servants according to each task (training and fostering domestic and foreign cadres and civil servants), providing details for ministries and central agencies to send to the Ministry of Finance for consideration, and providing a general synthesis of the budget estimates of the ministries and branches and submitting them to competent authorities for decision.

+ Based on budget estimates for training and retraining cadres and civil servants, based on budget estimates for the implementation of schemes/projects on training and fostering cadres and civil servants assigned by competent authorities; Ministries and central agencies shall allocate and assign budget estimates to budget-using units and send them to the Ministry of Finance for inspection in accordance with the Law on State Budget and its guiding documents.

Therefore, for the budget estimates allocated to ministries and central agencies; request the Ministry of Home Affairs of Vietnam assume the prime responsibility for formulating the allocation plan and send it to the Ministry of Finance in accordance with the above provisions.

In addition, in order to have a basis for submitting to competent authorities to supplement the 2023 budget estimate, the Ministry of Home Affairs is requested to send additional documents such as: the written proposal for the estimate of the ministries and central agencies; the basis and basis for the proposal of the Ministry of Home Affairs' estimate, detailed cost estimates for implementation; and documents proving training and retraining costs.

Funds for training and fostering cadres and civil servants in Vietnam

The Ministry of Finance of Vietnam has aggregated funding for training and fostering cadres and civil servants into the plan for central budget allocation in 2023, submitted to competent authorities for approval, and decided by the National Assembly in Resolution 70/2022/QH15.

Accordingly, the total estimated domestic training and retraining budget allocated to ministries and central agencies in 2023 is VND 214,674 billion (More details can be found in Official Dispatch 546/BTC-HCSN dated January 16, 2023).
