Vietnam: Funding sources for prevention and control of livestock and poultry diseases

Recently, the Ministry of Finance of Vietnam has issued Circular 80/2008/TT-BTC guiding financial policies for prevention and control of livestock and poultry diseases.

Circular 80/2008/TT-BTC provides for regulations on funding sources for the prevention and control of livestock and poultry diseases in Vietnam as follows:

1. The central budget supports the funding for prevention and control of livestock and poultry diseases to the local budget as stipulated in Clauses 1 and 2, Section II (excluding the funding for organizing vaccination covered by the local budget per point b, Clause 4 - Section II of this Circular under the following principle:

+ Support 80% of the funding for the prevention and control of livestock and poultry diseases for the mountainous and Central Highlands provinces.

+ Support 70% of the funding for the prevention and control of livestock and poultry diseases for the provinces of Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Quang Nam, Phu Yen, Khanh Hoa, Quang Ngai, Ninh Thuan, Binh Thuan, Ben Tre, Tra Vinh, Soc Trang, Hau Giang.

+ Hanoi and Ho Chi Minh City should proactively use their local budget reserves to cover the funding.

+ Support 60% of the funding for the remaining provinces and municipalities' prevention and control of livestock and poultry diseases.

+ For localities where the number of livestock and poultry destroyed is significant, if the local budget covers more than 50% of the local budget reserves assigned by the Prime Minister of Vietnam, the central budget will cover the difference that exceeds 50% of the local budget reserves to ensure the provinces and municipalities have adequate funding sources for implementation.

+ For localities with minor costs for disease prevention and control (under 1,000 million VND), the provinces and municipalities should proactively use their local budgets to cover.

2. The local budget shall:

- Cover the funding for organizing vaccination.

- Support for funding for prevention and control of livestock and poultry diseases other than support by the central budget as specified in Clause 3, Section II, and point a, Clause 4, Section II of this Circular, for state-owned livestock and poultry breeding facilities managed by local authorities.

3. The central budget supports the funding for the prevention and control of livestock and poultry diseases for state-owned livestock and poultry breeding facilities managed by central authorities and the funding for destroying livestock and poultry for central and military breeding facilities.

4. The funding for disease prevention and control of the Central Veterinary Force shall be covered by the funding for disease prevention and control allocated in the annual state budget estimates of the Ministry of Agriculture and Rural Development.
