Recently, the Ministry of Finance of Vietnam has issued Circular 80/2008/TT-BTC guiding financial policies for prevention and control of livestock and poultry diseases.

Circular 80/2008/TT-BTC stipulates the funding for vaccination in the prevention and control of livestock and poultry diseases in Vietnam as follows:
- For livestock and poultry of households, individuals, and cooperatives, the state budget shall cover the following expenditures:
+ Remuneration for individuals directly participating in vaccination with the average level per vaccination:
For pigs, it is 1,000 VND per pig per vaccination,
For buffaloes and cows, it is 2,000 VND per buffalo/cow per vaccination;
For poultry, it is 100 VND per poultry per vaccination.
In cases where the remuneration per vaccination is less than 50,000 VND per person per day, it shall be paid at 50,000 VND per person per day.
+ Funding for organizing vaccination: Funding for the organization, implementation, communication; training costs for those tasked with vaccination, expenses for inspecting vaccination; expenses for vaccination supplies (equipment for vaccine preservation, syringes, various types of needles, tools for vaccinators, disinfectant alcohol, cotton, soap, vaccine transportation and preservation costs from the province to vaccination sites) and other related expenses.
- For livestock and poultry of domestic enterprises, foreign-invested enterprises, military units, and farms (according to the current classification criteria of the relevant authorities), they are responsible for vaccinating all livestock and poultry of their units and must cover all vaccination costs.
