Vietnam: Funding for the implementation of National Science & Technology Programs (Illustration image)

According to Circular 19/2011/TT-BKHCN regulating funding for the implementation of National Science & Technology Programs in Vietnam:

1. Funding for Program Implementation

- The funding for the program implementation includes funding for the implementation of topics and projects under the Program and funding for organizing and managing general activities of the Program.

- The funding source for the implementation of topics and projects includes funds from the state budget and other sources as prescribed.

- The funding for the implementation of the Program is balanced in the annual science and technology budget estimate and is allocated to the Ministry of Science and Technology to be disbursed according to Contracts to the leading organizations implementing the topics, projects, and general activities of the Programs.

2. Use of funding

- The funding of the Program, topics, and projects must be used for the right purposes, in accordance with current management regulations.

- Assets of the Program, topics, and projects purchased with funds from the state budget and assets created in the implementation process of topics, and projects are managed according to current regulations.

3. Finalization of funding

- The report requesting finalization of the funding for topics and projects must be completed before evaluation and acceptance. The Ministry of Science and Technology of Vietnam appraises and approves the finalization of the funds for the programs, topics, and projects, and compiles them to send to the Ministry of Finance.

- In necessary cases, the Ministry of Science and Technology of Vietnam decides to audit the financial activities of the Program, topics, and projects as a basis for finalizing the funding.

The financial management of the Program, topics, and projects shall follow the guidance documents on financial management of the Programs issued by the Ministry of Finance and the Ministry of Science and Technology.
