Recently, the Ministry of Public Security of Vietnam issued Circular 06/2008/TT-BCA-C11 providing guidance on fees for residence registration and issuance of ID cards.

Circular 06/2008/TT-BCA-C11 stipulates the fee rates for residence registration and issuance of ID cards and management and use of collected fee amounts in Vietnam as follows:
- The fee for issuing an ID card does not include the cost of taking photos of the applicant. The police authorities must guide Vietnamese citizens to take photos according to the regulations. If Vietnamese citizens cannot take photos themselves, the police authorities can take photos for them, and they must pay the cost of taking photos. The cost of taking photos should not exceed the market price.
- Based on the total fee amounts retained, the director of the provincial police authority decides the allocation for the Administrative Management Police Department under the provincial police authority, the Administrative Management Police Teams in charge of social order under the district-level police authority and the commune-level police authority to pay bonuses, overtime allowances, and other expenses according to the law for officers directly involved in residence registration and issuance of ID cards. The remaining amount must be submitted to the financial management unit of the provincial police authority. The Administrative Management Police Department assists the director of the provincial police authority in planning the use of this amount for residence registration and issuance of ID cards.
