On March 25, 2011, the Ministry of Finance of Vietnam issued Circular 42/2011/TT-BTC on the policies for managing the Fund for assistance to foreign affairs for the economy.

According to Article 6 of Circular 42/2011/TT-BTC, expenditures for management of the Fund for assistance to foreign affairs in Vietnam include:
Multi-position allowances for the position of Fund's Director as stipulated in Circular No. 78/2005/TT-BNV dated August 10, 2005, of the Ministry of Home Affairs, guiding the implementation of multi-position allowances for Vietnamese officials and public employees holding leading positions in other organizations or units.
Salaries, insurance premiums, and allowances according to legal regulations for the Fund's contractual officials and employees (if any).
Overtime pay (if any) according to current policy regulations.
Expenditures for promoting and campaigning for the Fund's sponsorship.
Expenditures for outbound and inbound delegations related to fundraising and managing the Fund; regular and annual inspections of the Fund's use at Vietnamese representative agencies abroad.
Expenditures for purchasing, repairing, and maintaining fixed assets serving the Fund's operations.
Expenditures for hospitality, purchasing office supplies, and paying for public services supporting the Fund's operations.
Expenditures for regular and extraordinary commendations for organizations and individuals that have contributed to the Fund or have achievements in the Fund's operations. The establishment, management, and use of the Emulation and commendation fund shall be carried out under the Ministry of Finance's Circular on the elaboration of Decree No. 42/2010/ND-CP dated April 15, 2010, of the Government of Vietnam, detailing the implementation of certain articles of the Law on Emulation and Reward. The Emulation and commendation fund is funded from the Fund's management funding and allocated by the Ministry of Foreign Affairs in the Fund's annual budget estimate.
Other lawful expenditures serving the Fund's management.
The above expenditures should comply with the current policies and expenditure norms of the State; the Fund's Director shall decide on the disbursement and be legally responsible for their decisions.
At the same time, the Fund may use a maximum of 8% of the total annual budget approved by the State for its management operations. The rate of deduction for management operations may be adjusted to match the actual situation based on the proposal of the Minister of Foreign Affairs and the approval of the Minister of Finance.
