Vietnam: Exemption and reduction of public transport service fees for learners and students

On July 17, 2020, the Government of Vietnam issued Decree No. 84/2020/NĐ-CP elaborating to Education Law 2019 of Vietnam, effective from September 01, 2020. One of the notable contents of this Decree is the regulation on exemption and reduction of public service fees for learners and students.

According to Decree No. 84/2020/NĐ-CP Vietnam’s Government, learners and students shall be eligible for exemption and reduction of 02 public service fees, including:

1. Public transport services: train and bus fares.

2. Public services regarding recreation, museums, historical heritages and cultural structures: museums, historical heritages, libraries, and exhibitions.

Units participating in public transport and cultural and entertainment facilities issue discount tickets to students when students present learner and student cards.

Besides, according to Clause 4 Article 10 of Decree No. 84/2020/NĐ-CP, exemption and reduction of public service fees are also provided for:

- Students who are disabled and handicapped persons shall benefit from reduction and exemption in ticket prices for public services in terms of transport, recreation, visit of museums, historical heritages and cultural structures as specified under Decree No. 28/2012/ND-CP of Vietnam’s Government on elaborating to Law on Persons with disabilities.

- Students who are beneficiaries of social policies shall benefit from reduction and exemption from railway fare as specified under Decree No. 65/2018/ND-CP of Vietnam’s Government on elaborating to Law on Railway Transport.

Based on specific conditions, People’s Committees of provinces shall decide on reduction and exemption of ticket prices for public services for students under their management.
