Recently, the Ministry of Finance has issued Circular 107/2008/TT-BTC supplementing certain points on the management and administration of the state budget.
Circular 107/2008/TT-BTC: Estimates managed in Tabmis (Illustrative image)
Circular 107/2008/TT-BTC regulates the estimates managed in Tabmis as follows:
- Expenditure estimates by the field of the central budget, provincial, district, and communal budgets decided annually by the National Assembly and People's Councils.
- Expenditure estimates assigned by the Prime Minister for the central budget, and by the People's Committees for local budgets or advances of the following year's budget estimate to Level I estimating units and investment projects.
- Expenditure estimates allocated and assigned by Level I estimating units to budget-using units and investment projects (including advances from the following year's budget).
The state budget expenditure estimates in Tabmis form the basis for financial agencies and the State Treasury to control expenditures and payments in accordance with regulations. When making payments and controlling expenditures, the local State Treasury office responsible for transactions must review and verify that if it detects discrepancies between the estimates assigned to budget-using units and investment projects as determined by the competent authority (the estimates submitted by the units) and the estimates in Tabmis, it must report this to the corresponding financial agency (for estimates of budget-using units under the same budget level) or report to the higher-level State Treasury (for estimates of budget-using units under a higher budget level) to consolidate and report to the financial agency at the same level for review and processing according to the regulations.
