The advisory council for assessment and acceptance of ministerial-level science and technology tasks in Vietnam is established as follows:

- After receiving the complete application for acceptance, within 15 working days, the Department of Planning - General Affairs submits a proposal to the Minister of Science and Technology of Vietnam to issue a decision on the establishment of the advisory council for assessment and acceptance of ministerial-level science and technology tasks (hereinafter referred to as the Council).

- The assessment content of the Council includes the contents that the host unit has self-assessed as prescribed in Article 17 of this Regulation.

+ The Council consists of 07 members;

+ The scientific secretary is elected by the Council among its members;

+The Council may have only 01 member.

- The Department of Planning - General Affairs assigns 01 specialist (from the Internal Science and Technology Department) as an administrative secretary to assist the Council.

- In necessary cases, the Chairman of the Council proposes the Department of Planning - General Affairs to organize for the Council or some members of the Council to inspect and evaluate the actual results. Based on the application, the Chairman of the Council decides to conduct the meeting, with the completion time of the acceptance not exceeding 30 days after the Decision to establish the Council is issued.

- At least 03 working days before the Council meeting, the Department of Planning - General Affairs is responsible for sending all members of the Council the complete application of the science and technology task. Each member writes an assessment form of the science and technology task results according to the form (PL5-PNXKQ) and sends it to the Department of Planning - General Affairs at least 01 working day before the meeting.
