According to Article 23 of Circular 20/2014/TT-BQP on assurance of equipment and infrastructure in air traffic operations in Vietnam:

- Equipment includes: Aircraft, simulators, airplane models, types of parachutes, types of balloons, workshops, and other equipment provided or sanctioned for purchase mainly through private investment sources by the State, Central Council for National Defense and Security, and the Ministry of National Defense of Vietnam.

- Assurance facilities include theoretical learning, physical training, ground training facilities, and other assurance facilities arranged together with the leadership apparatus, and other professional departments designated by the Ministry of National Defense of Vietnam, the Air Defense - Air Force Services for headquarters and ground learning facilities.

- Areas for air traffic operations, parachute jumps, and assurance proposed by the Air Defense - Air Force Services for the Ministry of National Defense of Vietnam's approval and decision are arranged at military aerodromes, makeshift aerodromes, and reserve aerodromes within the military aerodrome system suitable to actual conditions in the area under the management of air traffic operations; operational terrains collated with localities by the Vietnam Aviation Club and permitted by local authorities.
