Vietnam: Entities eligible for being issued with electronic identification accounts from July 01, 2024

Starting from July 01, 2024, there will be changes in the entities eligible for issuance of electronic identification accounts compared to Vietnam's previous regulations.

Entities eligible for issuance of electronic identification accounts from July 1, 2024

An electronic identification account is a collection consisting of a username, password, or other authentication means created by the electronic identification and authentication management agency, used to access and utilize features, utilities, and applications of the electronic identification and authentication system and connected, shared information systems as per the law.

Vietnamese government agencies, organizations, citizens, and foreign entities and individuals residing in Vietnam under the following conditions will be issued electronic identification accounts from July 1, 2024:

(1) For Vietnamese citizens aged 14 and above who have been issued a citizen identification card or a valid identification card, they will be issued a level 01 electronic identification account, level 02 electronic identification account.

Vietnamese citizens aged 6 to under 14 who have been issued a citizen identification card will be issued a level 01 electronic identification account, level 02 electronic identification account upon request. Vietnamese citizens under 6 years old who have been issued a citizen identification card will be issued a level 01 identification account upon request.

(2) For foreign nationals aged 06 and above who have been issued a permanent residence card or temporary residence card in Vietnam, they will be issued a level 01 electronic identification account, level 02 electronic identification account upon request. Foreign nationals under 06 years old who have been issued a permanent residence card or temporary residence card in Vietnam will be issued a level 01 electronic identification account upon request.

(3) For agencies, organizations established or registered to operate in Vietnam, they will be issued an electronic identification account without level differentiation.

Procedures for issuance of electronic identification accounts for Vietnamese citizens from July 1, 2024

Specifically, Article 10 of Decree 69/2024/ND-CP provides procedures for the issuance of electronic identification accounts for Vietnamese citizens from July 1, 2024 as follows:

(1) Issuance of Level 01 Electronic Identification Account

  • Citizens use a digital device to download and install the National Identification Application;
  • Citizens use the National Identification Application to input information about their personal identification number, primary mobile phone number, email address (if any); fill out information as guided on the National Identification Application; capture their facial image through the digital device and send the request for an electronic identification account to the electronic identification and authentication management agency;
  • The electronic identification and authentication management agency will verify the citizen's information requesting the electronic identification account and notify the registration result via the National Identification Application, the primary mobile phone number, or the email address;
  • Legal representatives, guardians use their primary mobile phone numbers and level 02 electronic identification accounts to fill out, register for a level 01 electronic identification account for people under 14 years old, ward, or represented individual through the National Identification Application.

(2) Issuance of Level 02 Electronic Identification Account

  • Citizens go to the local police station or citizen identification management agency irrespective of residency, present their citizen identification card, valid identification card, and complete the procedures for a level 02 electronic identification account;
  • Citizens provide accurate information on the application form TK01, issued with Decree 69/2024/ND-CP; including primary mobile phone number, email address (if any), and other information requested for integration into the electronic identity card (if needed) to the receiving officer;
  • The receiving officer inputs citizen-provided information into the electronic identification and authentication system for verification; verifies the citizen's facial image, fingerprints with the identification database;
  • The electronic identification and authentication management agency verifies the citizen's information requesting the level 02 electronic identification account and notifies the registration result via the National Identification Application, primary mobile phone number, or email address;
  • For individuals under 14 years old, wards, or represented individuals along with their representatives or guardians, they must go to the local police station or identification card issuance office for level 02 electronic identification account procedures;
  • Legal representatives, guardians use their primary mobile phone numbers to register for a level 02 electronic identification account for Vietnamese citizens under 14 years old, wards, or represented individuals.

Note: For cases where citizens have not been issued a citizen identification card or identification card, they should simultaneously apply for an electronic identification account and follow the procedures outlined in (1) and (2).
