This is an important content in Circular 53/2012/TT-BGDDT regulating the organization, use of email, and web portals at the Department of Education and Training (DOET), Division of Education and Training, and educational institutions at the preschool, general education, and continuing education levels in Vietnam.

Specifically, in Article 16 of Circular 53/2012/TT-BGDDT, the heads of educational authorities and educational institutions decide to establish the Editorial Board of the web portal, including 01 unit leader as the Head, editors, and system administrators. The tasks of the Editorial Board of the web portal are:
- Building and operating the web portal, including components: network infrastructure, equipment, manpower, training, content, backup, protection against unauthorized access, antivirus, and removing inappropriate information when detected;
- Developing regulations for the operation and provision of information and data of affiliated units; directing and urging units to provide information and data; reviewing, checking, updating, and supplementing information;
- Editing and processing information of sections and themes;
- Synthesizing feedback from visitors; reporting and proposing solutions promptly to the leaders of educational authorities and educational institutions; organizing exchanges and discussions on the forum page of the web portal.
Editors are responsible for managing the content of information sections on the web portal.
System administrators (admins) are responsible for managing the web portal, including:
- Registering and managing domains;
- Designing and changing the interface;
- Managing the placement of the web portal or managing the server hosting the web portal;
- Decentralizing and delegating;
- Creating accounts;
- Initiating or resetting passwords;
- Implementing information safety measures (backup, antivirus…);
- Implementing information security measures;
- Providing technical support and troubleshooting.
Operations on the web portal must comply with legal regulations on information management on the Internet and other relevant current legal regulations. When reposting information on the web portal, the source must be cited.
Departments within educational authorities and educational institutions in Vietnam are responsible for coordinating and providing complete, accurate, and prompt information and data to the web portal, under the fields managed by the respective departments.
