Vietnam: Duties of public service providers under the Department of Agriculture and Rural Development according to Circular 15 (Illustration)

Public service providers under the Department of Agriculture and Rural Development in Vietnam include the Provincial Agricultural Extension Center and other public service providers under the Department. According to Circular 15/2015/TT-BNNPTNT, the Provincial Agricultural Extension Center has the following duties:

- Propose to the Director of the Department policies, strategies, long-term, five-year and annual development plans, programs, projects, and legal normative documents on agricultural extension within the area.

- Develop and submit to the Director of the Department of Agriculture and Rural Development programs, plans, and agricultural extension projects at the local level. Organize implementation after approval by the competent authority.

- Sign agricultural extension contracts with organizations and individuals in accordance with the law.

- Take the lead in implementing certain programs, projects, and agricultural extension tasks as assigned by the Director of the Department of Agriculture and Rural Development.

- Perform other duties as stipulated in Article 8 Circular 15/2015/TT-BNNPTNT.

The duties of other public service providers under the Department such as the Center for Clean Water and Rural Sanitation and other organizations are stipulated in Article 9 Circular 15/2015/TT-BNNPTNT amended and supplemented by Article 1 Circular 30/2016/TT-BNNPTNT.
