Vietnam: Duties and working principles of the intermediate-level training material appraisal council

Recently, the Ministry of Education and Training of Vietnam issued Circular 43/2010/TT-BGDDT regulating the compilation, selection, appraisal, approval, and use of intermediate-level training materials, including regulations on the duties, powers, and working principles of the intermediate-level training material appraisal council.

Articles 11 and 12 of Circular 43/2010/TT-BGDDT stipulate the duties and working principles of the intermediate-level training material appraisal council in Vietnam as follows:

1. Duties and powers of the training material appraisal council in Vietnam:

- Duties of the training material appraisal council:

- Review and assess the training material according to general requirements specified in Article 3 of this Regulation;

- Report the results of the training material appraisal to the School Principal.

- Powers of the training material appraisal council:

- Request the Chief Editor to revise, adjust, and supplement to complete the draft training material compiled by the school;

- Recommend the School's Principal to approve or disapprove the training material for use in the school;

- Propose mattes to the School Principal regarding improving the quality and effectiveness of the training material.

2. Working principles of the intermediate-level training material appraisal council in Vietnam:

- The training material appraisal council works under the leadership of the Council President and complies with the principles of democratic centralism.

- The training material appraisal council and each member of the Council are responsible for the content and quality of the training material evaluation.

- Meetings of the training material appraisal council must ensure the presence of at least three-fourths of the total number of members. In cases where members of the training material appraisal council are absent due to valid reasons and submit written opinions to the Council, these are considered the official opinions of the members in the meeting. If no written opinions are submitted, it is considered that the member did not participate in the vote of the training material appraisal council.

- The minutes of the training material appraisal council meetings must be signed by the President and Secretary of the Council. Opinions differing from the official opinion of the Council are preserved and submitted to the Principal for final decision.
