Vietnam: Duties and powers of the Inspectorate of the Department of Planning and Investment in inspection activities of the Planning and Investment sector

Specifically, according to Decree No. 216/2013/ND-CP of Vietnam’s Government, duties and powers of the Inspectorate of the Department of Planning and Investment in inspection activities of the Planning and Investment sector are as follows:

- Developing inspection plans and submitting them to the Director of the Department for approval; organizing the implementation of inspection plans under the responsibility of the Inspectorate; providing guidance, monitoring, urging, and inspecting the implementation of inspection plans by the specialized inspection agency under the Department.

- Inspecting the implementation of policies, laws, duties, and powers of agencies, organizations, and individuals under the direct management of the Department.

- Inspecting compliance with specialized laws, regulations on professional and technical expertise, management rules of the sector, and field of the agencies, organizations, and individuals under the management scope of the Department.

- Inspecting other cases assigned by the Director of the Department.

- Providing guidance and inspecting the agencies and units under the Department to comply with the regulations on inspection as stipulated by law.

- Requesting the head of the specialized inspection agency under the Department to report on the inspection work; summarizing and reporting the results of the inspection work within the management scope of the Department.

- Monitoring, urging, and inspecting the implementation of conclusions, recommendations, and decisions on inspection by the Director of the Department, Inspectorate of the Department.

- Checking the accuracy and legality of inspection conclusions and post-inspection decisions by the head of the specialized inspection agency under the Department regarding cases within the sector and field of state management of the Department when necessary.

- Carrying out the task of handling complaints and denunciations as prescribed by the laws on complaints and denunciations.

- Implementing the task of prevention and control of corruption as prescribed by the laws on anti-corruption.

- Collecting information to develop annual inspection plans.

- Organizing training on specialized inspection skills for inspectors and officials involved in inspection work under the Department of Planning and Investment.

- Disseminating, guiding, inspecting, and urging the agencies and units under the Department of Planning and Investment to comply with the regulations and laws on inspection.

- Summarizing and drawing lessons from inspection work within the delegated and authorized scope of state management of the Department of Planning and Investment.

- Other duties and powers as prescribed by law.
