This is important content stipulated in Circular 20/2011/TT-BKHCN regulating the organization and operation of the Boards of Directors of the State-level Key Science and Technology Program for the 2011-2015 period, issued by the Ministry of Science and Technology of Vietnam on August 25, 2011.
Vietnam: Duties and powers of the Director and Deputy Director of the science and technology program (Illustrative Image)
In Circular 20/2011/TT-BKHCN, the duties and powers of the Director and Deputy Director of the science and technology program in Vietnam are regulated as follows:
- The Director of the Program is responsible to the Minister of Science and Technology for organizing and managing the operation of the Boards of Directors of the Program to perform the responsibilities and powers of the Boards of Directors of the Program as stipulated in Article 6 of Circular 19/2011/TT-BKHCN dated July 26, 2011, by the Minister of Science and Technology on organizing and managing the operation of the State-level key science and technology program for the 2011-2015 period.
- The Director of the Program has the following powers and responsibilities:
+ Establish leadership and operational measures for the Boards of Directors of the Program;
+ Define working policies for members of the Boards of Directors of the Program;
+ Direct and coordinate the operation of members of the Boards of Directors of the Program;
+ Decide on the convening and chairing of the meetings of the Boards of Directors of the Program;
+ Decide on issues concerning the operation of the Program.
- The Deputy Director of the Program is authorized to manage the work of the Boards of Directors of the Program in the absence of the Director and perform duties as assigned by the Director.
- The member who simultaneously acts as scientific secretary assists the Director in performing the following duties:
+ Compile the annual activity plans of the Program;
+ Direct and organize the preparation of periodic (semi-annual and annual) reports, ad-hoc reports (as required by the managing agency), and mid-term and final reports on the implementation status of the Program’s topics and projects;
+ Guide the development of content contracts for implementing the Program’s topics and projects;
+ Prepare the list of prospective members for scientific and technological councils in advising on task identification, selection, appraisal, and evaluation of the Program's topics and projects;
+ Perform duties as assigned by the Director.
