Vietnam: Dossier for importing goods for scientific research

Specifically, according to Article 3 of the Circular No. 13/2015/TT-BGTVT  of the Ministry of Transport of Vietnam, dossier and procedures for importing goods for scientific research under Point a, Clause 3, Article 5 of Decree No. 187/2013/ND-CP of Vietnam’s Government are specified as follows:

An institution with the scientific research function or a trader that wishes to import goods for product research and development which are banned from import as provided in Appendices I and II to this Circular (below referred to as institution) shall send 1 (one) dossier directly or by post to the Department of Science and Technology under the Ministry of Transport.

Note: A dossier must comprise:

- A copy of the establishment decision or investment certificate certified by and bearing a true-copy seal of the institution;

- The institution’s original request for import, specifying the goods names, HS codes, quantity and use purpose of each goods item, and guarantee for authenticity of these contents;

- The original report on implementation of permit previously granted (except first-time importation).

Moreover, the Department of Science and Technology shall receive and examine the dossier. If the dossier is incomplete, it shall guide the institution to complete the dossier right in the working day (for direct submission) or within 3 (three) working days (for submission by post) after receiving it. Within 7 (seven) working days after receiving the complete dossier, it shall consider, approve and notify its written approval to the institution. In case of refusal, it shall reply in writing, clearly stating the reason.
