On December 19, 2012, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.
Vietnam: Disposal of excess-printed postage stamps within 12 months after the issue date (Illustration)
According to Article 28 of Circular 23/2012/TT-BTTTT, the Ministry of Information and Communications of Vietnam issues decisions to dispose of postage stamps subject to suspension from publication and circulation due to serious errors, and postage stamps whose availability period expires based on the number of remaining stamps reported by Vietnam Post Corporation.
Vietnam Post Corporation organizes the disposal of postage stamps subject to suspension from publication and circulation, and postage stamps whose availability period expires as per the decisions issued by the Ministry of Information and Communications of Vietnam through the establishment of a Postage Stamp Destruction Council, as stipulated in point a, clause 1, Article 29, and reports the results of each destruction phase to the Ministry of Information and Communications of Vietnam within 30 days from the date of completion of the destruction.
Vietnam Post Corporation directs units involved in the printing of postage stamps to organize the disposal of defective postage stamps, excess printed postage stamps, zinc stamp copies, and films used in the printing processes of the postage stamp series, following the establishment of a Postage Stamp Destruction Council as stipulated in point b, clause 1, Article 29 within 12 months from the first issuance date of the postage stamp series and reports the results of each destruction phase to the Ministry of Information and Communications of Vietnam within 30 days from the date of completion of the destruction.
Additionally, the composition of the Postage Stamp Destruction Council is stipulated as follows:
- For postage stamps subject to suspension from publication and circulation due to serious errors, and postage stamps whose availability period expires, and other types of postage stamps: The Postage Stamp Destruction Council includes representatives from Vietnam Post Corporation (chair), representatives from the Police Department, and representatives from the Ministry of Information and Communications of Vietnam;
- For defective postage stamps, excess printed postage stamps, zinc stamp copies, and films used in the printing processes of postage stamp series: The Postage Stamp Destruction Council includes representatives from Vietnam Post Corporation (chair), representatives from the Police Department, and units involved in the printing of the postage stamps.
The Postage Stamp Destruction Council is responsible for inspecting and supervising the disposal of postage stamps to ensure compliance with the decisions of the Ministry of Information and Communications of Vietnam, ensuring absolute safety and confidentiality.
