In Article 16 of Circular 05/2013/TT-BVHTTDL, the approval of the annual plan for formulation of national technical regulations in Vietnam is regulated as follows:

- The Department of Science, Technology, and Environment of Vietnam is responsible for sending the draft annual plan for the formulation of national technical regulations for the following year to related agencies, organizations, and individuals for comments. Simultaneously, it will announce the call for comments on the web portal of the Ministry of Culture, Sports, and Tourism of Vietnam at the website www.tbt-mocst.vn. The period for receiving comments is at least 30 (thirty) days from the date the draft is sent out for comments.

- Within 30 (thirty) days from the end of the comment period, the Department of Science, Technology, and Environment of Vietnam will organize and summarize the comments, finalize the draft annual plan for formulation of national technical regulations, and report to the Ministry of Science and Technology. Based on the general guidance on the annual science and technology plan from the Ministry of Science and Technology, the Director of the Department of Science, Technology, and Environment will submit to the Minister of Culture, Sports, and Tourism for approval of the annual plan for the formulation of national technical regulations.

Within 30 (thirty) days from the date of approval, the Ministry of Culture, Sports, and Tourism will notify the relevant agencies and organizations, the Vietnam Office for Notification and Inquiry about Standards, Measurement, and Quality, and publicly announce it on the web portal of the Ministry of Culture, Sports, and Tourism at the website www.tbt-mocst.vn.

- The Ministry of Culture, Sports, and Tourism will implement the approved plan and, periodically every six months or at the request, will inform the Ministry of Science and Technology (Directorate for Standards, Metrology and Quality) about the progress and results of the plan for formulation of national technical regulations for compilation and reporting to the Government of Vietnam.
