Vietnam: Diploma recognition application dossiers must be status quo, not be erased

On July 15, 2013, the Minister of Education and Training issued Circular 26/2013/TT-BGDDT amending a number of articles of regulation on orders of and procedures for recognizing diplomas granted to Vietnamese by foreign educational institutions promulgated together with Decision 77/2007/QD-BGDDT.

Clause 2, Article 1 of Circular 26/2013/TT-BGDDT stipulates the amendment to  Clause 2, Clause 3, Article 6 and the addition of Clause 4, Article 6 of Decision 77/2007/QD-BGDDT on diploma recognition application dossiers in Vietnam.

1. A dossier of application for recognition of a diploma granted by a foreign educational institution comprises:

- A written application for diploma recognition (Form No. 1 enclosed with this Decision, not printed herein);

- One (01) copy of the diploma, enclosed with its Vietnamese translation authenticated by a competent agency;

- One (01) copy of the academic transcript given by the foreign educational institution, enclosed with its Vietnamese translation authenticated by a competent agency.

2. Apart from the documents specified in Clause 1 of this Article, the diploma holder (from study abroad) shall enclose the dossier with documents proving time of studying abroad, including the following relevant documents: certification of the Vietnamese diplomatic mission in the host country; certification of the foreign educational institution where he/she has studied; a copy of the passport stamped with the date of entry or exit; and a document of registering in system of electronic database on managing of Vietnamese students studying abroad of the Ministry of Education and Training.

3. In necessary case, it is required to appraise the extent of meeting regulation on training program enrolment, the diploma holder should enclose dossier with relevant documents such as: certificates of foreign languages, relevant diplomas and certificates.

4. Dossier specified in Clause 1, Clause 2 and Clause 3 this Article must be status quo, not be erased, be damaged by elements of weather, climates, or any other reason.
