Vietnam: Diagnosis of animal diseases according to Circular No. 07/2016/TT-BNNPTNT

According to Circular No. 07/2016/TT-BNNPTNT of the Ministry of Agriculture and Rural development of Vietnam, diagnosis of animal diseases is prescribed as follows:

- The organizations and individuals shall take samples and send them to test according to regulations of Vietnam Standard 01 - 83: 2011/BNNPTNT issued together with Circular No. 71/2011/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam.

- The samples shall ensure the quality for testing and identification of pathogens. The pathology specimens enclosed with the sample delivery note shall be sent to the laboratory recognized by the competent authority.

- The organizations and individuals shall perform the diagnosis and testing of animal diseases according to National Technical Regulations and National Standards on the process of diagnosis of animal diseases, regulations of the Law on veterinary medicine, the Law on prevention and control of infectious diseases and the Law on Environmental Protection of Vietnam.

- The laboratory must test the samples right after receipt of pathology specimens and provide the results according to the test results reporting sheet. If the diagnosis or testing has not been performed or the disease has not been identified, the laboratory shall notify in writing the organization or individual sending the samples and clearly state reasons.

- The laboratories shall be responsible for immediately reporting the test results to the competent veterinary authority.

- Department of Animal Health shall provide guidance on collection, diagnosis and testing of new pathogens of infectious disease.
