According to Article 8 of Circular 20/2010/TT-BKHCN, the preparation of budget estimates for the execution of product productivity and quality projects is specified as follows:

- Annually, based on the assigned tasks of the Program, the content of the approved project, the project regulatory authorities of the Ministry, the Provincial People's Committees, and enterprises develop plans and prepare estimates to perform the tasks.

- The plan and state budget estimates for the tasks of the Program and projects are collectively aggregated into the plan and state budget expenditure estimates managed by the Ministry and the Provincial People's Committees and sent to the Ministry of Science and Technology to summarize and submit to the Ministry of Finance for balancing the state budget expenditure estimates for submission to the Government of Vietnam and the National Assembly of Vietnam.

- The Ministry of Science and Technology, based on the state budget expenditure estimates of the Ministries and Provincial People's Committees, summarizes and preliminarily balances the Central state budget estimates for performing the tasks within the Program nationwide and sends them to the Ministry of Planning and Investment (for investment expenditure) and the Ministry of Finance (for operational expenditure).

- The preparation of budget estimates for tasks of the Program and projects shall follow the Circular guiding financial management for the tasks under the Program, issued jointly by the Ministry of Finance and the Ministry of Science and Technology.
