Article 8 of Circular 46/2012/TT-BCT stipulates the development of the industrial extension program in two phases in Vietnam as follows:

- The Ministry of Industry and Trade shall take charge of and cooperate with relevant ministries, central authorities, and Provincial People's Committees to develop the national industrial extension program for each phase and submit it to the Prime Minister of Vietnam for approval.

- The Department of Industry and Trade shall take charge of and cooperate with relevant departments, central authorities, and district-level People's Committees to develop local industrial extension programs for each phase and submit them to the provincial People's Committees for approval.

Simultaneously, the development of annual industrial extension plans for implementation is specified as follows:

* National industrial extension plan:

- Annually, based on the approved national industrial extension program for each phase and the guiding documents of relevant agencies, the Local Industry Department shall guide the Departments of Industry and Trade, relevant central authorities, and industrial extension service organizations to develop national industrial extension plans;

- The Department of Industry and Trade shall take charge of developing the plans and appraising the basic-level industrial extension schemes implemented with national industrial extension funds in localities and submit them to the Local Industry Department for consolidation;

- Based on the available funds, the Local Industry Department shall appraise the industrial extension tasks and schemes of the units to consolidate the annual national industrial extension plans, submit them to the Minister of Industry and Trade for approval, and organize implementation upon approval.

* Local industrial extension plan:

- Annually, based on the approved local industrial extension program for each phase and the guiding documents of relevant agencies, the Department of Industry and Trade, district-level, and commune-level People's Committees shall take charge of guiding the development and consolidation of plans, submit them to competent authorities for approval of the local industrial extension plans;

- The Department of Industry and Trade, district-level, and commune-level People's Committees shall organize the implementation of the local industrial extension plans upon approval.

Regarding the process of development of plans, implementation organization, and management of the industrial extension programs and schemes:

- The process of development of plans, implementation organization, prepayment, final settlement, and management of national industrial extension programs, plans, and schemes shall comply with the Ministry of Industry and Trade's regulations.

- The provincial People's Committees shall prescribe the process of development of plans, implementation organization, prepayment, final settlement, and management of local industrial extension programs, plans, and schemes.
