Recently, Circular 13/2019/TT-BTNMT has been signed and issued by the Minister of Natural Resources and Environment of Vietnam, stipulating economic-technical norms for land statistics, inventory, and land use status mapping.
Economic and technical norms for land statistics at the commune level are promulgated in Circular 13/2019/TT-BTNMT of the Ministry of Natural Resources and Environment of Vietnam, specifically illustrated in the following table:

Note:
(1) The norms in the above table (excluding tasks at points 2.2 and 2.3) are calculated for an average commune (a delta commune with an area of 1,000 hectares). When calculating norms for specific communes, it is based on the natural area and the actual difficulty level of that commune, calculated using the following formula:
MX = Mtbx x Kdtx x Kkv
Where:
- MX is the labor norm for the specific commune;
- Mtbx is the labor norm for the average commune;
- Kdtx is the area scale coefficient for the commune (determined according to point a of Appendix I of the norm);
- Kkv is the regional adjustment coefficient (determined according to point b of Appendix I of the norm);
(2) The norm at point 2.2 in the table is calculated for foreign work, and other job norms are for internal work.
(3) The norms at points 2.2 and 2.3 in the table are calculated for a commune with 16 changed land plots regarding lot shape, land type, land user, and land manager. When calculated for one land plot, the labor at points 2.2 and 2.3 is divided by 16 plots. If a commune has more or fewer than 16 changed plots, then the labor norm for one plot is multiplied by the actual number of plots.
