Vietnam: Determining other costs related to urban planning

According to Circular No. 05/2017/TT-BXD of the Ministry of Construction of Vietnam, other relevant costs include:

- The cost associated with making a plan according to the standards in this Circular does not include the cost associated with the following tasks:

+ Establishing planning objectives.

+ Construction surveys serving the making of plan.

+ Purchasing or making topographical maps to serve the making of the planning project.

+ Other tasks that serve the making of planning projects.

- The cost associated with managing the making a plan according to the standards in this Circular does not include the cost associated with the following tasks:

+ Hiring an organization or a specialist in charge of criticizing the plan or holding a seminar on criticizing the plan, if any.

+ Hold consultations with agencies, organizations, and representatives of residential areas on the plan, if any.

+ Putting land marks according to the planning.

+ Making public the approved plan.

+ Hire an organization or a person in charge of making and assessing planning expenditure estimates.

+ Other tasks serving the management of making the plan.

Concurrently, Circular No. 05/2017/TT-BXD also stipulates that the cost associated with carrying out tasks prescribed above shall be determined by cost estimates or in accordance with relevant regulations and guidelines.
