Recently, the Minister of National Defense of Vietnam issued Circular 158/2011/TT-BQP implementing policies related to the care of retired military officials.
Vietnam: Determination of the validity period of invitations for convalescent vacation (Illustrative photo)
The management of the invitations for convalescent vacation in Vietnam is regulated in Circular 158/2011/TT-BQP as follows:
- The invitation with the recorded year is valid from January 01 to December 15 of the year noted on the invitation.
- The invitation is issued by the General Department of Politics according to a unified form, with invitations for Entity 2 and below having the hanging seal of the Policy Department.
- The number of invitations during the 3 summer months (June, July, and August) for Entity 1 is 40%, and for Entity 2 is 30%; the remaining invitations are evenly distributed throughout the year. The summer month invitations have session stamps; family invitations each month are divided into 4 sessions; individual invitations each month are divided into 3 sessions.
- The Policy Department/General Department of Politics distributes the invitations for convalescent vacations; signs the invitations for Entity 1; and cooperates with the Personnel Department/General Department of Politics to assign targets to convalescence groups for accepting retired officials for convalescence.
- The Political Departments of military zones and the Hanoi Military Command sign invitations for Entity 2 and below; distribute invitations for convalescent vacations, support funds for travel expenses for convalescence to the military commands of provinces and municipalities and their subordinate units; estimate increased funds.
Annually, the Political Departments of military zones and the Hanoi Military Command compile the convalescence results of retired military officials and report to the Ministry of Defense before November 15 each year (via the Policy Department).
- When issuing the invitation and allowance, it must be to the right subjects, transparent, without errors or negative incidents; inform officials clearly about the entitlements, and vacation period; guide officials to convalesce in the correct groups, sessions, times, and the number of accompanying persons (for family invitations) as noted on the invitation.
