Vietnam: Detailed guidelines for the application for selection and traing of reserve officers in 2020

Recently, the Government of Vietnam signed and issued Decree 78/2020/ND-CP stipulating regulations on reserve officers of the Vietnam People's Army.

Pursuant to Article 7 of Decree 78/2020/ND-CP of Vietnam's Government, the reserve officer training recruitment dossier includes:

- A self-written résumé, certified by the Chairman of the Commune People’s Committee where the individual resides or the Head of the agency, organization where the individual works, studies, or resides (this applies to officials and public employees, citizens who have graduated from university and above, students upon university graduation, and reserve non-commissioned officers); military personnel records (this applies to professional soldiers and non-commissioned officers preparing for discharge);

- Background verification report;

- Health examination certificate;

- Copies of diplomas, certificates, recognition of diplomas issued by foreign educational institutions, or copies issued by competent authorities.

The following levels are responsible for preparing the reserve officer training recruitment dossier:

- The district-level Military Command is responsible for preparing the dossier for officials and public employees, citizens who have graduated from university and above, and reserve non-commissioned officers; the commune-level Military Command, related agencies, and organizations are responsible for providing the dossier;

- Regiment level and above are responsible for preparing the dossier for professional soldiers and non-commissioned officers preparing for discharge;

- Academies and universities are responsible for preparing the dossier for students upon university graduation.

The time to complete the preparation of the reserve officer training recruitment dossier by agencies, units, and organizations and report to the competent authorities as stipulated in Clauses 1, 2, and 3, Article 6 of this Decree is 30 days, before the notification date for attending the Military academies and schools.

Notably, Military academies and schools designated for reserve officer training are responsible for supplementing and completing the reserve officer dossiers (original dossiers) during the training period based on the reserve officer training recruitment dossiers, with supplementary and completion content including: Reserve officer background, decision on conferring the reserve officer rank, reserve officer training graduation certificate, and other related documents. Upon completion of the training course, the dossiers are transferred to the district-level Military Command where the reserve officer resides, works, or studies.
