Circular 80/2008/TT-BTC stipulates the destruction of diseased livestock and poultry by the funding covered by the state budget in Vietnam as follows:

- Diseased livestock and poultry or livestock and poultry in areas where livestock and poultry disease occurs subject to compulsory destruction; livestock, poultry, and products from livestock and poultry to be destroyed at the request of the anti-smuggling forces and animal quarantine stations as prescribed by veterinary law. The state budget will support the funding for destruction of livestock and poultry on the basis of:

+ Actual costs for the destruction of diseased livestock and poultry or livestock and poultry in areas where livestock and poultry disease occurs subject to compulsory destruction under certification from Veterinary authorities.

+ Actual costs for the destruction of livestock, poultry, and products from livestock and poultry (in cases where the owner's responsibility for the cost of destruction cannot be determined as per the law) to be destroyed at the request of the anti-smuggling forces and animal quarantine stations.

+ Costs of chemicals for disinfection, sterilization, cleaning of barns and environment; purchase of protective clothing for forces involved in disease prevention and control as guided by the Ministry of Agriculture and Rural Development of Vietnam.
