On June 21, 2024, the Civil Aviation Authority of Vietnam issued Official Dispatch 3076/CHK-ANHK regarding the deployment of biometric authentication applications and data applications for population, identification, and electronic authentication for passengers during air travel procedures.

Deployment of biometric authentication and the application of population data, identification, and electronic authentication when going through airport procedures

On December 29, 2023, the Minister of Transport issued Circular 42/2023/TT-BGTVT amending and supplementing a number of provisions in Circular 13/2019/TT-BGTVT dated March 29, 2019, and Circular 41/2020/TT-BGTVT dated December 31, 2020, detailing the Civil Aviation Security Program and Quality Control of Civil Aviation Security of Vietnam; which includes provisions on deploying biometric authentication for passengers during air travel procedures.

On December 13, 2023, the Civil Aviation Authority of Vietnam (CAAV) received report No. 5134/BC-TCTCHKVN-KTCNMT dated December 8, 2023, from the Airports Corporation of Vietnam on technical solutions for implementing biometric authentication and data applications for population, identification, and electronic authentication for passengers during air travel procedures.

On April 3, 2024, the CAAV received report No. 1253/BC-TCTCHKVN-KTCNMT dated March 28, 2024, from the Airports Corporation of Vietnam on the application of holistic biometric authentication and data applications for population, identification, and electronic authentication for passengers during air travel procedures.

Based on the legal regulations, reports from the Airports Corporation of Vietnam, and the instructions of the Ministry of Transport in official document 6285/BGTVT-TTCNTT dated June 13, 2024, on deploying biometric authentication for passengers during air travel procedures, and the opinions of the Ministry of Public Security in official document 1853/BCA-C06 dated May 30, 2024, regarding the deployment plan for biometric authentication for passengers during air travel procedures, the CAAV requests the Airports Corporation of Vietnam to:

(1) Organize and build a detailed plan to implement the biometric authentication application and data application for population, identification, and electronic authentication for passengers during air travel procedures, ensuring the following contents:

• Comply with the provisions of Decree 13/2023/ND-CP dated April 17, 2024, of the Government on personal data protection;

• Coordinate with units under the Ministry of Public Security (C06, A08) in checking the security and information safety of equipment and information systems before officially putting them into operation; appraise and assess the plans for ensuring cybersecurity and information safety if any;

• Verify the integrity and accuracy of data and information in the chip of Citizen ID cards according to the guidelines from units under the Ministry of Public Security in official document 68/RAR-B1 dated November 20, 2023, from the Research and Application Center for Population Data and Citizen ID (attached).

(2) Periodically, every six months, report the progress of implementation to the CAAV (before June 25 and December 25).
