Vietnam: Definitive postage stamps shall be made available indefinitely

On December 19, 2012, the Ministry of Information and Communications of Vietnam issued Circular 23/2012/TT-BTTTT on the elaboration of postage stamps.

Article 23 of Circular 23/2012/TT-BTTTT stipulates that the Ministry of Information and Communications of Vietnam decides the availability period of postage stamps on the public postal network and is recorded in the decision to issue postage stamps:

- Definitive postage stamps shall be made available indefinitely on the public postal network;

- Special postal stamps shall be made available for no longer than 24 months on the public postal network.

Vietnam Post Corporation organizes the availability of postage stamps on the public postal network for pre-payment of postal service fees and stamp collection needs. On the first day of issue, commemorative stamps must be made available at post offices of provinces and central-affiliated cities.

In addition, the Ministry of Information and Communications shall decide the printed price on the face of postage stamps at the proposal of Vietnam Post Corporation. Vietnam Post Corporation performs separate accounting for postage stamps used for pre-payment of postal service fees and stamps intended for collection purposes.

When there is a need to retain postage stamps whose availability period expires on the public postal network for business, Vietnam Post Corporation must account for the purchase according to the printed price on the face of the postage stamp. Vietnam Post Corporation must arrange places to sell postage stamps for collection purposes at all post offices of provinces and central-affiliated cities.

Vietnam Post Corporation must sell at the printed price on the face of the postage stamp within the availability period, excluding already disposed postal stamps.
