Vietnam: Definition of “all-people national defense” and “all-people national defense strategy”

According to Article 2 of the Law on Vietnam Border Guard 2020, “all-people national defense” and “all-people national defense strategy” are defined as follows:

- All-people national defense is the border defense strength of the country, built on the political, spiritual and resource foundation with the motto of all-people, comprehensive, independent, self-control and self-reliant.

- “All-people national defense strategy” is the organization, deployment and arrangement of forces and necessary resources to perform border guard tasks in accordance with the National Border Protection Strategy.

Before the promulgation of the Law on Vietnam Border Guard 2020, the definition of “all-people national defense” and “all-people national defense strategy” have not been codified, only the principles and contents are specified in the Law on National Border 2003 of Vietnam.

Thus, it can be seen that the Law on Vietnam Border Guard 2020 has specified the basic definitions and contents of the all-people national defense and all-people national defense strategy on the basis of institutionalizing the objectives, viewpoints and mottos of the National Border Protection Strategy. Therefore, the basic contents of formulating the all-people national defense and all-people national defense strategy are prescribed as follows:

Regarding the all-people national defense:

- Formulating and organizing the implementation of the national border protection strategy, defense areas, civil defense and defense plans in border areas;

- Formulating and consolidating the political system in border areas;

- Developing political, spiritual, military, security, foreign affairs, economic, cultural, social, scientific and technological potentials to meet the requirements of border guards;

- Developing a strong and widespread national border guard force; developing revolutionary, regular, elite, and step-by-step modernized border guard troops, with some elements going straight to modernity;

- Building a movement for all people to participate in protecting national sovereignty, territory and borders, and maintaining security, social order and safety in border areas and border gates.

Regarding the all-people national defense strategy:

- Building infrastructure systems, arranging residential clusters to meet the requirements of construction tasks, socio-economic development, defense and security in border areas;

- Building a continuous and solid defense works; organizing and arranging forces to meet the requirements of border guard tasks;

- Coordinating between agencies, organizations and forces to promote synergy and promptly handle situations at borders and border areas;

- People's organizations participating in border guard duties.
