Regarding this issue, LawNet would like to answer as follows:

January 8, 2024, the Prime Minister issued Decision 19/QD-TTg on the List and assignment of agencies in charge of drafting documents detailing the implementation of Laws and Resolutions passed by the 15th National Assembly at Session 6.

Specifically, Decrees and Circulars guiding the Law on Housing 2023 will be issued in 2024 including:

- Decree detailing and guiding the implementation of a number of articles of the Law on Housing 2023 (Clause 3 of Article 8, Clause 4 Article of 15, Clause 3 of Article 19, Clause 3 of Article 29, Clause 2 of Article 34, Clause 4 of Article 37 , Clause 3 of Article 42, Clause 5 of Article 43, Point b of Clause 2 of Article 45, Clause 5 of Article 46, Clause 2 of Article 48, Clause 3 of Article 52, Clause 7 of Article 57, Clause 2 of Article 114, Clause 3 of Article 124, Clause 4 of Article 126, Clause 3 of Article 127, Clause 3 of Article 143, Clause 3 of Article 150, Clause 4 of Article 154, Point dd of Clause 2 of Article 160, Clause 2 of Article 191, Clause 5 of Article 194)

Responsible agency: Ministry of Construction

Coordinating implementing agency: Government Office, Ministry of Justice, and relevant ministries, branches, and agencies

Deadline for submission/issue: before September 15, 2024

- Decree on renovating and rebuilding apartment buildings (Clause 14 of Article 60, Clause 3 off Article 63, Clause 3 of Article 68, Clause 6 of Article 68, Clause 6 of Article 69, Point b of Clause 7 of Article 70, Clause 8 of Article 70, Clause 6 of Article 72, Clause 2 of Article 191)

Responsible agency: Ministry of Construction

Coordinating implementing agency: Government Office, Ministry of Justice, and relevant ministries, branches, and agencies

Deadline for submission/issue: before September 15, 2024

- Circular of the Minister of Construction detailing a number of articles of the Law on Housing 2023 (Clause 2 of Article 21, Point a of Clause 3 of Article 57, Clause 5 of Article 57, Clause 9 of Article 78, Clause 2 of Article 193, Clause 4 of Clause 14 of Article 191)

Responsible agency: Ministry of Construction

Coordinating implementing agency: relevant ministries, branches, and agencies

Deadline for submission/issue: Before November 15, 2024

- Circular of the Minister of National Defense detailing a number of articles of the Law on Housing 2023 in the Vietnam People's Army (Clause 9, Article 78, Clause 2, Article 101, Clause 2, Article 105)

Responsible agency: Ministry of National Defense

Coordinating implementing agency: relevant ministries, branches, and agencies

Deadline for submission/issue: Before November 15, 2024

- Circular of the Minister of Public Security detailing a number of articles of the Law on Housing 2023 in the people's public security (Clause 9, Article 78, Clause 2, Article 101, Clause 2, Article 105)

Responsible agency: Ministry of Public Security

Coordinating implementing agency: relevant ministries, branches, and agencies

Deadline for submission/issue: November 15, 2024.

In addition, there will be an additional Decision of the Prime Minister promulgating standards and norms for public housing (Clause 2, Article 44, Point a, Clause 5, Article 191) with the Ministry of Construction as the presiding agency; the Government Office, the Ministry of Justice, and relevant ministries, branches, and agencies are the coordinating agencies for implementation. Deadline for submission/issue: before September 15, 2024
