According to Circular 126/2020/TT-BQP, summarizing proposals for the removal of state property within the Ministry of National Defense of Vietnam from the property distribution​ is carried out as follows:

1. Before October 15 every year, units send proposals for the removal of state property within the Ministry of National Defense of Vietnam from the property distribution and disposal thereof according to Form No. 02 in Appendix II issued together with Circular 126 to the Ministry of National Defense of Vietnam (through the Planning and Investment Department, Finance Department), simultaneously send related contents to specialized agencies and units:

- For property that is technical equipment; ammunition and hazardous chemicals: send to General Staff (through the Military Personnel Department), General Technical Department, and related specialized agencies and units;

- For property that is technical equipment, materials, and goods ensuring technical work: send to the General Technical Department and related specialized agencies and units;

- For property that is equipment, materials, and goods ensuring Communist Party and Political activities: send to the General Political Department;

- For property that is equipment, materials, and goods ensuring logistical work: send to the General Department of Logistics;

- For property that is equipment, materials, and goods ensuring defense industry: send to the General Department of Defense Industry.

2. Before November 15 every year, the General Political Department, General Department of Logistics, General Technical Department, General Department of Defense Industry, and specialized sectors summarize proposals for the removal of state property from the property distribution​ and report to the Ministry of National Defense of Vietnam (through the Planning and Investment Department, Finance Department).

3. Before December 15 every year, the Planning and Investment Department takes the lead and cooperates with related functional agencies to summarize proposals for the removal of state property from the property distribution, prepare the plan for removal, and send reports to the Minister of National Defense of Vietnam for approval.
